In order to further standardize the declaration behavior of importers and exporters of import and export goods and streamline the relevant declaration columns, the General Administration of Customs decided to adjust the relevant columns and part of the declaration items and filling requirements of the People's Republic of China Customs Entry (exit) Goods Declaration Form and the People's Republic of China Customs Entry (Exit) Goods Record List as follows:
Article 25 and 26 of the Customs Declaration for Import and Export Goods of the People's Republic of China (Announcement No. 18 of the General Administration of Customs in 2019) shall be amended.
The filling requirements of Article 25 "gross weight (kg)" shall be "the sum of the weights of the imported and exported goods and their packaging materials, the unit of measurement is kg, and the filling of less than one kilogram is' 1 '." It is amended to "Fill in the sum of the weights of the imported and exported goods and their packaging materials, the unit of measurement is kg, less than 1 kg accurate to 2 decimal places."
Article 26 "net weight (kg)" filling requirements by "fill in the gross weight of the import and export goods minus the weight of the outer packaging materials, that is, the actual weight of the goods itself, the unit of measurement is kg, less than one kilogram fill in '1'." It is amended to "Fill in the gross weight of the import and export goods minus the weight of the outer packaging materials, that is, the actual weight of the goods themselves, the unit of measurement is kg, less than one kilogram accurate to 2 decimal places."
Two, delete the "inspection and quarantine acceptance organ", "port inspection and quarantine organ", "certification authority" and other three declaration items.
3. The name of the item declared by the "destination inspection and quarantine authority" is adjusted to "destination Customs". The declaration column is conditional to fill in, if the relevant laws, administrative regulations, international treaties or trade contracts agreed to subject to inspection and quarantine or supervision of imported goods, declaration is required. According to the customs of the destination where the inspection and quarantine is carried out, fill in the name and code of the corresponding customs of the destination in the Customs Code Table stipulated by the Customs.
4. The name of the declared item of "Inspection and Quarantine Name" is adjusted to "supervision Category name", and the filling requirements remain unchanged.
This announcement shall take effect as of April 10, 2024.
