Potato as the world's fourth most important food crop after wheat, rice and corn, potato tubers contain a lot of starch, can provide rich calories for the human body, and rich in protein, amino acids and a variety of vitamins, minerals, its vitamin content is the most complete of all food crops.

With the continuous improvement of China's planting level, as well as the geographical advantages of wide planting area and abundant sunshine, China has become the world's largest potato production base. In order to help the majority of potato export enterprises to reduce export operating costs, enhance international competitiveness and smooth export customs clearance, to achieve farmers' income, enterprises to increase efficiency, the potato export process is briefly introduced.

First, obtain the registration qualification of outbound grain production, processing and storage enterprises
01.The applicant submits the materials to the customs. The Customs shall issue an acceptance or rejection notice to the applicant.
02.After accepting the application, the local customs shall conduct a comprehensive review in accordance with the legal conditions and procedures, and make a decision within 20 working days from the date of acceptance.
03.If the license conditions are met after examination, a written decision on granting the registration license shall be made according to law, and served on the applicant, and the registration certificate shall be issued at the same time. If the license conditions are not met after examination, a written decision of disapproval shall be issued.

Declaration and acceptance
01.The carrier, packing unit or its agent of the vessel, container or other means of transport for transporting potatoes out of the country shall, before shipment, apply to the Customs for inspection of cleanliness, hygiene, tightness, etc. No shipment shall be made without inspection and quarantine or if the goods fail to pass the inspection and quarantine.
02.The owner or his agent shall declare to the customs where the storage or processing enterprise is located through the "single window" of China's international trade before the potato leaves the country, and upload trade contracts, invoices, quality declarations and other materials in the "single window" of China's international trade, and the customs shall review the completeness, effectiveness and consistency of the declared items and uploaded declaration materials.
03.After passing the inspection and quarantine at the origin of the export potato, the customs at the exit port shall inspect it in accordance with relevant regulations to check whether the cargo certificate is consistent and whether it is infected with harmful organisms.
04.Exit potatoes assembled after arrival at the port shall be declared and quarantined again. If there are different inspection and quarantine requirements due to the change of the importing country or region after arrival at the port, the applicant shall declare and carry out inspection and quarantine again.

On-site inspection and quarantine
Customs officers shall carry out on-site inspection, quarantine and laboratory testing of outbound potatoes in accordance with the following requirements:
(1) Bilateral agreements, protocols, memoranda and other bilateral agreements;
(2) inspection and quarantine requirements of the importing country or region;
(3) Chinese laws and regulations, mandatory standards and inspection and quarantine requirements stipulated by the General Administration of Customs;
(4) Quarantine requirements specified in trade contracts or letters of credit.

Customs tips:
(1) Potatoes are fresh commodities, the customs clearance time requirements are higher, it is recommended to obtain export qualification enterprises, after determining the needs of foreign customers, communicate with the customs in advance.
(2) In the process of product export, if the enterprise encounters the impact of foreign technical trade measures barriers to smooth export, please inform the Customs in a timely manner. The customs will give full play to its technical advantages, strengthen SPS (Agreement on Technical Barriers to Trade), TBT (Agreement on the Implementation of Animal and Plant Health and Quarantine Measures) and "quarantine access" research, play an active role in breaking foreign trade barriers, trade negotiations, and coping with trade frictions, and fully support featured products going abroad to help the development of featured industrial clusters.
